What is this? It's a metal box inside a closet with a single copper wire running through it. On the other side of the wall but about 3 feet up is a 4-way switch that is not grounded. (I just moved into this house that was built in 1908 and has had various electrical updates over the years.)

How do I make a pigtail here? I'm replacing an outlet that had the hot/neutral wires connected to the outlet and then continue to another receptacle. Do I cut these wires in order to add the pigtail (and add a grounding wire)?
How do I reconnect the dryer vent? It goes through a drop floor and then several feet to the outer wall. There are pipes in the way of getting into the floor and my arms aren't long enough to reach the connection to reconnect and secure.
